I will only donate to an organization/cause when I cannot afford to make a cash donation that reflects how I value the particular organization/cause. On the other end, I have purchased donated work at small-scale auctions (like my kids' schools). In those cases, I would not have been able to even consider buying the work at the "true" value - so you are right: donated work is monetarily undervalued.
